Two health and safety experts are required, a senior expert with at least 20 years’ experience and a master’s degree and a site-based expert who will also cover labor with at least 10 years’ experience and a bachelor’s degree.
Degrees to be in construction or process health and safety related field. A recognized formal construction health and safety qualification e.g. IOSH or NEBOSH is required.
He/she must have the requisite number of years’ experience in carrying out health and safety supervision, monitoring and implementation of occupational and community health and safety plans for construction of join infrastructure projects adopting international good practices for health and safety management, preferably in power generation, oil or gas projects, with the senior expert having at least 10years’ experience in undertaking health and safety risk assessment.
Experience in consulting services for implementation of gas fired combined cycle or thermal power projects will be beneficial. Senior expert must have experience in environment training and capacity development, experience in sectors and/or countries with mature health and safety management enforcement practices and ISO 45001 implementation will be preferred.
The understanding of national health and safety laws/regulations, CEA H&S guidelines for electrical industry in India along with understanding of international good practice for occupational and community health and safety management such as per the IFC EHS General and Thermal Power Plant Guidelines is essential.
Also, experience with international multilateral organizations is preferable. The tasks required to be carried out by the experts are listed in para 22 of the Scope of Work.
The site-based expert shall be deployed on full time basis and will provide support to the PMU team. Their deployment must be commensurate with the site requirement and work progress; their ability to communicate in local Bengal language will be an advantage.
