Description

• To keep a systematic check on Unsafe behaviour of Workers, by close monitoring through CCTV cameras (already installed) feed available at our FGD Safety Centre, and highlighting deviations and promptly initiate correction at site, including punching of worker gate pass, maintaining list of offenders, training and counselling of offending workers.
• Preparing Monthly HSE Activity Calendar & systematically conducting HSE inspection on daily basis, Recording and analysis of observations categorization, reporting and finally following up closure of observations offline and online including observation raised by Preparation of weekly exception report and submitting.
• Inspection of all PPEs, safety equipment. T&Ps etc. and maintaining records. The agency shall submit details of the inspection plan and procedure.
• To conduct and maintain records for toolbox talks, Safety pep talks, incident recall talks, audio-visual training, etc.,
• To Train personnel those working with erection agencies (principal contractor & sub- agencies) through classroom and on-site training, for building capability for adopting proactive measures to prevent incidents.
• Evaluate the gaps in experience and capability of manpower deployed and provide support to ensure capabilities required for critical work by conducting capacity building programs for safety supervisors of Sub-contractor.
• To review & approve the JSA/HIRAC of each area submitted by safety officers of contractors.
• Develop framework for safety improvement Program.
• To drive safety initiatives which include developing & monitoring the implementation of comprehensive construction safety management at site.
• To ensure round the clock safety during the construction activities & point out the lapses/deviation with liquidation of the same before resumption of work.
• Conducting regular audits at site for identifying weak areas and suggesting corrective measures.
• To evaluate the Risk level of different areas of FGD project & Wagon Tippler package and categorize it into different zones based on severity of risk level.
• Administer/ manage Construction Safety at the site and put in place a system to manage risk areas at the site.
• Incident management and documentation for reporting and record including encouraging reporting of near misses besides other incidents, recording, and analysing them, planning, and implementing corrective actions.
• Generation of daily, weekly & monthly report in prescribed format and sharing the same with competent authorities.
• To ensure risk assessment/ hazard spotting exercises are carried out on regular basis. Monitoring of Permit-to-work system of our EPC Contractor and highlighting deviations. HIRA & Method statement, JSA, lifting plan and development of auxiliary documents/ formats related to HSE plan. The agency personnel shall review the documents. Random checking of all PTW to be done by the agency.
• Coordinating along with NTPC, closely with those responsible for Emergency Response Procedure within the organization to ensure so far as possible, the prevention of fire and safe evacuation of the workers/employees in emergency situations.
