Description

  • As a Safety Officer for the refinery shutdown project, you will play a crucial role in ensuring the safety and well-being of personnel, protecting the environment, and preventing accidents during the planned shutdown activities. You will be responsible for developing, implementing, and enforcing safety protocols, conducting risk assessments, and fostering a culture of safety among all personnel involved in the project.

 

  • Safety Planning:
    • Develop and implement comprehensive safety plans specific to the refinery shutdown project.
    • Ensure that safety procedures align with industry standards, regulatory requirements, and company policies.
  • Risk Assessment:
    • Conduct detailed risk assessments for all planned shutdown activities.
    • Implement controls and mitigation measures to minimize identified risks.
  • Site Inspections:
    • Regularly inspect the shutdown site to identify and correct any unsafe conditions.
    • Ensure compliance with safety standards for equipment, scaffolding, and work areas.
  • Safety Training:
    • Conduct safety orientations for all personnel involved in the shutdown project.
    • Provide specialized training for tasks that pose specific risks during the shutdown.
  • Emergency Preparedness:
    • Develop and review emergency response plans specific to the shutdown project.
    • Coordinate with emergency services and ensure all workers are familiar with emergency procedures.
  • Toolbox Talks:
    • Conduct regular toolbox talks to discuss specific safety issues, reinforce safety procedures, and address concerns.
  • Incident Investigation:
    • Investigate safety incidents, accidents, and near misses promptly.
    • Analyze root causes and implement corrective actions to prevent similar incidents.
  • Permit-to-Work System:
    • Implement and manage a permit-to-work system for all shutdown activities.
    • Ensure proper issuance, monitoring, and closure of permits.
  • Safety Communication:
    • Facilitate effective communication of safety expectations and guidelines among all personnel.
    • Encourage workers to report safety concerns and incidents promptly.
  • PPE Compliance:
    • Monitor and enforce the correct use of personal protective equipment (PPE) by all workers.
    • Ensure that PPE is appropriate for specific tasks and hazards involved in the shutdown.
  • Contractor Safety Oversight:
    • Collaborate with contractors to ensure adherence to safety standards and procedures.
    • Conduct pre-job safety meetings with contractors and monitor their safety performance.
  • Regulatory Compliance:
    • Stay current with safety regulations and standards applicable to refinery operations.
    • Ensure that the shutdown project complies with all relevant regulatory requirements.
  • Continuous Improvement:
    • Actively seek opportunities for improving safety processes and procedures.
    • Implement changes based on lessons learned and best practices.
